XRPL Grants proposal

Cross-border debt collection for CBDCs.

A standardized framework using XRPL capabilities to make cross-border collection more transparent, secure and interoperable.

The opportunity

Programmable money needs programmable safeguards.

As Central Bank Digital Currencies emerge through indirect two-tier systems, banks and payment-service providers will need specialized supporting software.

Cross-border debt collection is already costly, slow and legally complex. CBDCs introduce new possibilities, but also require clear mechanisms for debt establishment, information sharing, redress, enforcement and protection against fraud.

The proposal uses XRPL and Trust Line functionality as the foundation for a commercially viable protocol that financial institutions could integrate.

The framework

Consistency across jurisdictions.

  • Review how debt is established across major jurisdictions.
  • Support recognition of court decisions and secure information transfer.
  • Define redress, provisional measures and creditor protections.
  • Address sensitive data, identity theft, bankruptcy and succession.
  • Clarify enforcement responsibilities and liabilities for involved institutions.
  • Account for smart contracts, safeguards and third-party consequences.

Prototype

Mirrored accounts with verifiable authority.

Mirror accounts

Replicate relevant account structures from different blockchain platforms into XRPL infrastructure and vice versa.

Apply Trust Lines

Use XRPL Trust Lines to represent controls such as freezes, stays and guarantees within the mirrored environment.

Verify orders

Use blockchain oracles to check the authenticity of court orders and reduce the risk of fraudulent enforcement.

Stakeholder value

A more trusted global system.

  • Businesses: lower costs, faster processing and more efficient international trade.
  • Financial institutions: better risk management and reduced operational burden.
  • Governments: greater transparency and improved regulatory oversight.
  • CBDC users: stronger confidence and protection against fraudulent activity.
  • XRPL community: a significant use case for interoperable financial infrastructure.
